Something about the request itself is wrong: a cursor from another list, an `Idempotency-Key` that is too long, or a combination the endpoint does not take.

## What to do

Read `detail`, which names what is wrong, and correct the request.

## Retrying

No: the same request gets the same answer until something is changed.
