409 campaign_status_conflict
Only a running campaign can be paused, and only a paused one resumed. detail names the state it is in.
What to do
Read the campaign, then send what applies to it: start for a draft, resume for a paused campaign.
Retrying
No: the same request gets the same answer until something is changed.
